This is the standard MSO-PC architecture used by every major compliant telehealth brand in the country. TEHR provides the technology platform and administrative infrastructure. A separate, independent physician-owned Professional Corporation employs the licensed clinicians who deliver care. The two sides stay cleanly separated, which is how the model has to work. On June 11, 2025, the U.S. Department of Health and Human Services Office of Inspector General affirmed this framework in Advisory Opinion 25-03, confirming that properly-structured MSO-PC arrangements can qualify for safe harbor protection under the federal Anti-Kickback Statute.
